단어 "franchise"의 변화 과정, 그리고 의외의 뜻

franchise라고 하면 무슨 뜻이 떠오르는가? 나는 '체인점'을 이야기할 때 나오는 '독점판매권'이라는 뜻이 먼저 생각난다. 아무래도 이게 일상에서 가장 자주 접하는 뜻이다. 그냥 '프렌차이즈'라고 쓰기도 한다. 하지만 정치 관련 글을 읽다 보면 '선거권', '자치권'의 의미로 쓰이기도 하고, 심지어 보험에서는 '자기부담금'이라는 의미로도 쓰인다. 간단한 단어가 여러 분야에서 다양하게 쓰이는 건 이해가 되는데, 이렇게 구체적인 단어가 여러 곳에서 쓰인다니? 이런 경우는 흔치 않다. 그렇다면 franchise의 뿌리는 '권리'일까? 저 셋을 관통하는 핵심 의미와 그나마 가까워 보이는데 말이다.

 

신기하게도 franchise는 원래 프랑스어이고, 자유(freedom)란 뜻이라고 한다. "franc"에서 영어 "frank(솔직한)"가 나왔다고 한다. 아래 어원사전을 살펴보자.

궁금해서 어원사전을 찾아봤다.

 

기본적으로 이 단어는 Old French "franchise"에서 유래했다. "franc"는 영어 "free"란 뜻이라고 한다. 여기서 유래한 영어 단어 "frank"는 '솔직하다'라는 뜻이고, 프랑스어 "franchise"의 첫 번째 의미는 '솔직함, 정직성'이다. 즉 구속되지 않은 자유로운 상태라는 기본적 의미를 가지고, 좀 더 정치적/사회적 문맥에서 '자유, 면제, 권리, 특권'이란 뜻으로 발전한 것으로 보인다. 그러나 일반적인 자유, 권리가 아닌 구체적 의미로 발전했는데, 그것이 바로 '자주권, 자치권'이다. 자주권/자치권의 단위가 국가/마을/종교 등 다양하게 쓰인 것으로 보인다. 세월이 흘러 18세기 말에는 '선거권'이라는 의미로 좁혀졌다. 자치를 하더라도 모두가 나랏일에 나설 순 없으니 대표자를 뽑아야 한다. 그러므로 자치권에서 선거권으로 의미가 좁혀진 것은 합리적으로 보인다.

 

15세기 중반에는 franchise가 경제에서도 쓰이는데, '팔거나 살 권리'라는 다소 넓은 의미에서, '독점적으로 팔거나 살 권리' (독점판매권)이란 의미로 좁혀진다. '독점판매권한'으로 쓰인 건 1959년으로 매우 최근이다. 아무래도 자본주의가 20세기 들어서야 고도화되었기 때문이 아닐까?

 

franchise는 보험에서도 매우 중요한 용어로 쓰인다. '자기부담금'이란 뜻인데, 언뜻 보기엔 전혀 어원으로부터 생각해내기 어렵다. 위 어원사전에서도 보험 용어에 대한 풀이는 없지만, 한번 추측해봤다.

 

보험 용어로서의 어원 파악을 하려면 우선 deductible과 franchise의 차이를 알아야 한다. 두 단어 모두 '자기부담금'이라고 번역을 하지만, 실제로 보상 결과는 전혀 다르다.

* franchise USD 100 per event : 사고당 100불 이하는 청구 불가. 즉 50불짜리 손해가 났다면 피보험자 본인이 부담을 해야 한다. 그러나 150불짜리 손해가 났다면 보험사에서 150불 전액을 보상한다.

* deductible USD 100 per event : 사고당 100불을 공제. 50불짜리 손해가 났다면 franchise와 마찬가지로 피보험자 본인이 부담을 해야 한다. 그러나 150불짜리 손해가 났다면 보험사에서는 여전히 100불을 공제하고, 50불만 보상한다. 즉 둘 중 하나를 고르라고 한다면 피보험자 입장에선 franchise가 유리하고, 보험사 입장에선 deductible이 유리하다.

 

역사상 최초 보험인 해상보험에서 franchise가 쓰인다는 것을 감안하면, '자유, 면제, 권리, 특권'에서 파생되었을 것이다. 보험사의 입장에선 특정 액수 이하로는 보험금 지급 의무가 '면제' (free)이다. 피보험자의 입장에선 특정 액수를 넘으면 전액을 보험금으로 청구하는 '권리'를 갖게 된다. 둘 중 보험사의 입장에서 단어를 만들었을 가능성이 높아 보인다. (원래 보험이란 게 그렇다...ㅋㅋㅋ '공제액', '면책' 이런 용어들도 다 보험사 입장에서 만든 표현이다.)

 

정리하자면, franchise는 "free"라는 의미에서 출발해 정치/경제적으로 여러 분야에서 특정 의미로 발전하게 되었고, 그 의미 변천을 보면 세계 역사의 흐름이 보인다. 이렇게 보니 franchise라는 단어가 꽤 매력적이다. (물론 일할 때 접하는 franchise는 하나도 매력적이지 않다. 매우 고통스러움ㅋㅋㅋ) 마지막으로 아래에 Wiktionary의 franchise 정의를 가져와봤다. 기본 의미를 알고 있다면 이 수많은 의미가 자연스럽게 이해가 될 것이다.
